Old-New Speed mechanics

Now that the Speed stat is working as intended, it became a totally
dominant stat, just like Action Points in most turn based strategies.

This is ok and I love how it feels, but frankly it needs a fair bit of
adjustment to work properly.

Right now 10 speed is like "average" and 20 is simply twice as fast,
30 being 3 times as fast as 10 and 1.5 as fast as 20 etc. Seeing how
enemies tend to have 10-15 speed and players can easily reach 30-40,
the latter become severly overpowered.

Since redoing all the speed stats on all the monsters would be total
madness, easier solution would be to change the formula so that
higher or lower speeds feel LESS distant from the "average". Right now
its like having slow monsters with 7-10 APs and fast  characters with
30-40 APs, that's insane balance-wise!

What I would suggest is changing this line of the formula:
ACTIONTIME * 10 / SPEED
into somethingk like:
ACTIONTIME * 10 / (SPEED+30)
This way, the difference between 30 and 10 speed would be 1.5 times
as fast, not 3 times as fast and a character with 50 Speed would be
twice as fast as the one with Speed of 10 (instead of 5x). It feels well
balanced IMHO, knowing that 50 Speed is just about max for endgame
Speed-only specced Ranger.

I'll do an adjustment of SPEED + 20 first. Let's start with that and see if it needs further adjustment.
